Pre-installed SIM card?

What does that mean? A fixed SIM card, or just a new 128k ATT one?

Q. I'm an existing customer. Can I swap out my current SIM card and start right away?
A. No. iPhone must be activated befroe it can be used. iPhone includes a pre-installed SIM card for your convenience.

It has a place where you can pop out the SIM card, so I assume it won't be fixed. Probably similar to the way the battery goes into the Apple remote.
