Anyone have the issue or heard of Siri randomly coming on ... microphone beeps... then says sorry I couldnt understand you....? it can be just laying beside me and pop on....

I doubt it's anything to do with Jailbreaking unless you have an app or tweak from Cydia causing issues.

The above thread mentions having a case on your phone could cause Siri to turn on by accident.
