Not built but in the app store search nuance software, all their dragon apps have text to speech capabilities.

Dragon dictation is the one I use. Works quite well for me.

Unfortunately, it's not built into the stock apps like it is on Android. You have to use a third party app from the App Store called Dragon Dictation and copy and paste the results into mail, SMS, etc.

We may find more extensive voice to text and voice control capabilities once iOS 5 final is available. No guarantees, though.
