Why doesn't iOS 6 Turn By Turn work in Australia on my iPhone 4S?

Does anyone know why? Turn By Turn Navigation doesn't work in Australia on my iPhone 4S running iOS 6. I have tried so many times to make it work but nothing happens.

Earlier this year I was up in Canada playing with an iPhone in the Apple store and Siri told me to pi$$ up a rope when I asked for directions...not available (at that time anyway) in Canada. Hmph.
