From what I understand, it will not allow for third party apps at launch. Apple wants to minimize support needed for the iPhone and 3rd party apps could cause stability issues. I would expect many developers would be anxious to develop software for the iPhone platform.
The iPhone will not support 3rd party software according to an interview with Jobs.
However, interestingly I have heard there may be a work around. Since the iPhone is a fully capable Internet browser one could go to an internet based software site and run the app from there... or alt east so it seems.

The official line is that iPhone won't initially be opened for 3rd party development, but I imagine that it would have to eventually, as this could really kill the device. Anyway, if people can figure out how to run Linux on an iPod, someone will certainly figure out how to develop for the iPhone.
